The Arcady is sold under the standard Progressive Payment Scheme used for uncompleted private residential property in Singapore, tied to construction milestones rather than a single deferred lump sum. Booking takes 5% upon the Option to Purchase, with a further 15% due on signing the Sale and Purchase Agreement (within 8 weeks of the Option date). From there, payment follows the build: 5% on completion of foundation work, 10% on completion of the reinforced concrete framework, 5% on completion of partition walls, 5% on completion of roofing and ceiling work, 5% on completion of doors, window frames, electrical wiring and internal plastering, and 5% on completion of car park, roads and drains. The largest single tranche, 25%, falls due on the issuance of the Temporary Occupation Permit, with the final 15% due upon legal completion.

The Arcady sits at 2 Saint Barnabas Lane, Singapore 329353, on the corner where Serangoon Road meets Saint Barnabas Lane and on the site of the former Euro-Asia Apartments. The tower presents its long frontage to Serangoon Road, while vehicular and pedestrian entrances are taken off Saint Barnabas Lane at the quieter southern edge of the site, so arrivals and deliveries stay off the main road. Where the North East Line actually gets you, stop by stop

Boon Keng is NE9, three stops up the line from the Dhoby Ghaut interchange and one stop from Farrer Park. Counting interchange transfers as part of the journey rather than as a break in it: Dhoby Ghaut is 3 stops, Orchard is 4 (via Little India and Newton), Bugis is 4 (via Little India and the Downtown Line), Raffles Place is 5, and Tanjong Pagar is 7 (via Outram Park). Serangoon, Woodleigh, Potong Pasir, Farrer Park, Little India, Chinatown and HarbourFront all sit within a 1-to-7-stop range on the same line.

Boon Keng itself is a single-line station rather than an interchange, which is worth knowing if you are used to interchange-level convenience. The trade-off is that the North East Line runs the length of the island’s spine and reaches both the Orchard belt and the CBD without a long detour.

Three primary schools within 1km, and the rest within 2km

For Primary 1 registration, the 1km and 2km distance bands from the home address determine which priority phases a child qualifies for. The Kallang River corridor: what exists now, and what is only planned

What exists today: the Kallang Park Connector is an 8-minute walk from the development via Bendemeer Road, and links onward to Kallang Riverside Park, roughly a 29-minute ride by bicycle. The Whampoa Park Connector runs in the other direction towards Novena. Kallang Polyclinic is already open at an 11-minute walk.

What is planned, with no confirmed construction or completion dates: URA’s Master Plan identifies the Kallang River as an Identity Corridor, to be revitalised with new community nodes and public spaces along its length, including the Potong Pasir stretch immediately north east of the site. Separately, the Boon Keng area is earmarked for additional amenities including a new park. These are planning intentions rather than committed projects; neither carries a construction contract or a target year at this stage.

Kallang Alive, and how far away it actually is

The Kallang Alive precinct around the Singapore Sports Hub appears in URA’s Master Plan 2025 regional plan for the Central Region, with stated planning principles covering car-lite walkability, an opened-up waterfront, flexible community spaces and multi-purpose sports facilities. As at the time of writing this is still at the planning and public-consultation stage, with no construction dates or completion years published for the individual components.

Worth keeping in proportion: Kallang Alive is a downstream Kallang River destination roughly a 10-minute drive from The Arcady, not a next-door amenity. It is a reason to expect the wider Kallang planning area to keep drawing investment, rather than something that changes the walk-out-the-door experience of living here.

Views & Orientations

Nine stacks, two facings, and the floor where the HDB rooftops drop away

The Arcady is a single block set at almost true north-south orientation, which means every unit in the development faces either north or south. A typical floor carries nine units in two bands: stacks 08, 09, 01 and 02 on the north side, and stacks 07, 06, 05, 04 and 03 on the south side. The south band is the one that looks towards the city, Marina Bay Sands and the Kallang River from height, and both penthouses sit in it.

The floor at which the neighbouring HDB blocks stop mattering

The nearest tall neighbours are the Saint George’s HDB estate to the west: Blocks 9 and 11 are 12 storeys, Blocks 10 and 12 are 4 storeys, and the closest of them sits around 36 metres from the development boundary. Units facing a 12-storey block clear that block’s roofline from approximately the 9th storey upward. Units facing a 4-storey block are not blocked at all. The landed houses along Saint Barnabas Lane to the south are 3 storeys and do not block any residential unit in the development.

Further out, one 29-storey residential building sits around 90 metres away to the north east, the only tall structure in the immediate surroundings. To the east, the shop lots along Serangoon Road are 2 storeys and 25 metres off; to the south east, the overhead pedestrian bridge is 30 metres away. At 24 storeys and a building height of 98 metres above Singapore Height Datum, the tower clears everything around it apart from that one building by a wide margin.

Why the lowest units start on Level 3, and how high that already is

Levels 1 and 2 carry no apartments at all. Level 1 is the Garden and Landscape Deck, with a floor-to-floor height of approximately 3.3 metres, and Level 2 is the first Sky Terrace, at approximately 5 metres. The first residential floor is therefore Level 3, which sits roughly 17 metres above Serangoon Road and around 10 metres above the overhead pedestrian bridge outside. In other words, even the lowest floor in the development starts above the height of a typical 5-storey building.

From there, typical residential floors run at a 3.15-metre floor-to-floor height. Level 14 is given over entirely to the second Sky Terrace, at roughly 50 metres above street level, and the Roof Terrace sits at approximately 91 metres.

Two stacks get acoustic treatment, but only on the lower floors

An acoustic ceiling and a balcony screen are provided to stack 03 (Type C4) and stack 04 (Type B4), from the 3rd storey to the 13th storey only. That covers 22 units in total: 11 C4 units and 11 B4 units. The same stacks above Level 15 do not carry the treatment, and neither does Type B4A, which is the name given to stack 04 from Level 16 to Level 23.

If you are comparing two units of the same type in the same stack and one is priced differently from the other, this is one of the specification differences that can sit behind it, so it is worth confirming against the specific unit number rather than the type.

The corner units, and the one with a 270-degree outlook

Four stacks occupy the ends of the floor plate: 08 and 02 on the north band, 07 and 03 on the south. All four carry the larger unit types, and Type C1 on stack 08 is the one the floor plans single out for a 270-degree outlook, being a corner unit with window frontage on three sides. Type C5 on stack 02 places its Master Bedroom at the far corner of the plate with a view towards the city skyline, and it is also the unit type with the 2.7-metre-long master wardrobe.

Both penthouses are corner units on Level 24: Type P1 takes the stack 07 corner and Type P2 takes the stack 03 corner, both on the south band facing the city skyline. Their floor plans note the outlook is good enough to watch fireworks during festival celebrations.

Facade and curtain walling, and what it does for the view

The tower is a modern form articulated with vertical and horizontal reinforced concrete fins, in a dark and warm colour scheme with textures drawn from the surrounding landscape. Behind the fins, full-height curtain wall is used to maximise views and daylight wherever the design allows, and full-height curtain walls extend to all bedrooms in the 3-bedroom types and above. In the smaller types the glazing is more conventional, so the difference between a 2-bedroom and a 3-bedroom unit here is not only floor area but how much of the wall is glass.

Common corridors on typical floors are approximately 1.5 metres wide and naturally ventilated rather than enclosed and air-conditioned.

Sixteen unit types across nine bedroom configurations, from 527 sqft to 2,583 sqft

The Arcady’s 172 units are divided into sixteen unit types covering nine bedroom configurations, from a 527 sqft 1 Bedroom + Study up to a 2,583 sqft penthouse. The mix is unusually top-heavy for a development this size: seven of the sixteen types exist in ten units or fewer, and five of them are single units. Every unit type shares a common set of provisions, namely a foyer with storage built in around the distribution board, a Master Bedroom sized for a king bed, common bedrooms sized for a queen, and naturally ventilated bathrooms wherever the layout allows.

1 Bedroom + Study (Type A1)

The only unit type that stops at Level 13

Stack 06 is the shortest column in the building. It runs from Level 3 to Level 13 and then stops entirely: there is no stack 06 unit on Level 15 or above, which is why the floor plate drops from nine units per floor to five on Level 15 and eight from Level 16 up. That makes A1 the scarcest of the smaller types at just 11 units in the whole development, and it means every A1 sits in the lower half of the tower.

Inside, the Master Bath is accessible from both the Master Bedroom and the living and dining area, so it doubles as the guest bathroom without a separate WC taking up floor area. The Study is a recess set off the foyer rather than a room with its own door, sized to take a daybed. The kitchen is generous for a unit of this size and is the open-plan layout used across the 1 and 2 bedroom types.

B2 is the showflat unit, and the 11 sqft between them is not the real difference

B1 and B2 sit on the two inner north-facing stacks either side of the lift core, and are within 11 sqft of each other. Both carry a Master Bedroom with Master Bath and a second Bedroom with its own en-suite Bath 2 that is also accessible from the Living area, so the second bathroom serves guests without anyone walking through a bedroom. Both use the open kitchen layout.

B2 is one of the two showflat units at The Arcady, alongside C5, so it is the 2 Bedroom layout you can actually walk through. Beyond the small size difference and the mirrored stack position, the two layouts differ in room proportions and kitchen arrangement rather than in any single named feature.

2 Bedroom + Study (Types B3, B4, B4A)

B4 and B4A are the same stack under two names

All three types are 71 sqm / 764 sqft, and B4 and B4A occupy the same column, stack 04. B4 is the name for Levels 3 to 13 and B4A for Levels 16 to 23, with Level 15 skipping stack 04 entirely. The split is not cosmetic: B4 units on Levels 3 to 13 are the ones that receive the acoustic ceiling and balcony screen treatment, and B4A units above do not. The B4A layout also has Bedroom 2’s en-suite Bath 2 accessible from the Living area, which the plans call out for B4A specifically.

Across all three, the Study is air-conditioned and sized to take a single bed, and the floor plans describe it as convertible to a guest room. That is a meaningful step up from the A1’s study recess. All three use the open kitchen concept.

3 Bedroom (Types C1, C2)

C2 is a single unit that exists only on Level 15

Type C2 is one unit in the entire development: #15-01. Stack 01 carries Type B1, a 2 Bedroom, on every other floor it occupies, but on Level 15 the floor plate changes and that position becomes a 980 sqft 3 Bedroom instead. If you are working from a unit mix table alone this is easy to miss, because a one-unit type looks like a rounding artefact rather than a genuinely distinct layout.

C1, by contrast, is one of the largest-count types in the building at 20 units, and it is the corner unit the floor plans single out for a 270-degree outlook. Its second bathroom is en-suite to a bedroom but also accessible from the Living area. Both C1 and C2 have a good-sized, naturally ventilated kitchen, and from this bedroom count upward the kitchen becomes an enclosed room rather than an open-plan counter.

Separated living and dining, and a third bathroom in C4 but not C3

The Premium designation buys a genuinely different plan rather than just extra square footage. Living and dining are separated into two spaces instead of one open volume, so two groups can use the apartment at once, and both spaces are cross ventilated. The kitchen is sized for a larger household and uses a see-through glass panel that lets the cook stay in contact with the dining room. The Master Bedroom gains a multifunction corner that can take a dresser, a working desk, an additional wardrobe or a yoga mat.

The clearest difference between the two is the bathroom count: C4, at 1,195 sqft, has three bathrooms while C3, at 1,087 sqft, has two. C4 also runs higher up the building, to Level 23, while C3 stops at Level 13 because stack 07 becomes Type D1 from Level 15. Both types include a Household Shelter. C4 units on Levels 3 to 13 carry the acoustic ceiling and balcony screen; C4 units from Level 15 up do not.

C5 is the showflat unit; C5A is a one-off with a 4.5m ceiling

C5 is the larger of the two showflat units and the type most buyers will have physically walked through. It runs the full height of stack 02 from Level 3 to Level 23, giving 20 units, and carries a wide living and dining frontage, cross ventilation and natural light at the foyer, a naturally ventilated Study that fits a single bed, an ample kitchen and a Household Shelter. Its stand-out fitting is the Master Bedroom wardrobe, at approximately 2.7 metres long, the longest in the development, and the Master Bedroom looks towards the city skyline.

C5A is the same type name but a materially different apartment: a single unit at #24-02, 215 sqft larger, sitting on the top floor with a double-volume Living and Dining at approximately 4.5 metres of ceiling height. It shares that ceiling height with the two penthouses and with D2A, because all four Level 24 units are built to the same taller section.

The unit with its own private roof terrace

D2A is a single unit at #24-08, and the only apartment in the development with a private roof terrace on its floor plan. It has the double-volume Living and Dining at approximately 4.5 metres shared by the Level 24 units, and approximately 3.2 metres of ceiling height to all bedrooms, against 2.85 metres on a typical floor. The living and dining area is wide and includes a dry kitchen counter separate from the wet kitchen, which itself gets generous space planning alongside a yard, a WC and a utility room.

What the two penthouses share, and the three things that differ

Both penthouses sit on Level 24 on the south-facing corner stacks, P1 on stack 07 and P2 on stack 03, and both face the city skyline. Both carry a double-volume Living and Dining at approximately 4.5 metres, approximately 3.2 metres of ceiling height to bedrooms and passageways, a cloakroom-style space at the foyer, and a dry kitchen laid out for entertaining alongside a large wet kitchen with a separate yard, utility room and WC. The Master Bedroom in each is sized to take a super-king bed alongside a lounge seating area, a working desk or an additional wardrobe, with a walk-in closet, and the Master Bath has a long vanity with his and hers basins. Every other bedroom is en-suite except Bedroom 4, and P1 carries a separate store room.

Three things differ. P2 is 150 sqft larger. P2 adds a Powder Room, which P1 does not have. And the Junior Master Bedroom differs: in P1 it gets a walk-in closet, while in P2 it gets a walk-in closet plus a working desk and a mini bar space.

Level 24 is four units, all of them corner units

The top floor carries only four apartments, and they are the four corner stacks: C5A at #24-02, P2 at #24-03, P1 at #24-07 and D2A at #24-08. The five inner stacks do not continue to Level 24 at all. All four units are built to the same taller floor section, which is why the ceiling-height schedule for “penthouse floor units” applies to C5A and D2A just as much as it does to P1 and P2: 4.5 metres at Living, Dining and Balcony, 3.2 metres at bedrooms and passageways, and 2.85 metres at the foyer, kitchen, yard and utility areas.

It is a genuinely useful distinction when comparing prices, because C5A and D2A get the volume and the top-floor position of a penthouse without being sold as one.

Which unit types include a Household Shelter

A Household Shelter is built into four of the sixteen unit types: C3, C4, C5 and C5A. That covers 52 of the 172 units. None of the 1 Bedroom, 2 Bedroom or 2 Bedroom + Study types have one, neither do the standard 3 Bedroom types C1 and C2, and neither do the largest units in the building, D2A and the two penthouses.

One practical detail buyers ask about at the showflat: the shelter’s ventilation sleeve is concealed in the ceiling space above the false ceiling, with a ventilation grille. Electrolux, Blanco and Toto throughout, with a gas hob from the 3-bedroom types up

The Arcady fits the same three brands across every unit: Electrolux for kitchen appliances, Blanco for the kitchen sink and mixer, and Toto for sanitary wares and bathroom fittings. What changes by unit type is not the brand but the cooking setup and the kitchen layout, and the dividing line falls between the 2-bedroom types and the 3-bedroom types.

There is no town gas here, and that is a design decision not an omission

The Arcady has no city gas reticulation. The gas hob provided from the 3-bedroom types upward runs on LPG, and the kitchen cabinetry has been designed with a dedicated storage space for the cylinder built into it, rather than leaving you to find somewhere for it. Every unit also gets an electric hob, so the gas burner is an addition to the cooking setup rather than the whole of it, which is why the 3-bedroom and 4-bedroom kitchens show a gas hob and an induction hob sitting side by side.

Hot water throughout is by electric storage water heater, serving all bathrooms and the powder room where one exists.

What the Toto Washlet in the master bathroom actually does

Every master bathroom in the development gets a Toto WC with a Washlet, while common bathrooms get a WC with a manual washer. The Washlet carries a silicone-based self-cleaning wand jet; Premist and Ewater+, which wet and treat the bowl to keep waste from adhering; Air-in Wonder Wave, which aerates the water stream; and Tornado Flush, a 360-degree flush pattern that uses less water than a conventional flush.

Bathrooms are naturally ventilated wherever the layout allows. Where a bathroom, powder room or WC has no window, a mechanical ventilation system is provided instead, so not every bathroom in the development is mechanically ventilated.

The wardrobe detail that only Type C5 gets

Master bedroom wardrobes run full height with storage space above and satin glass sliding doors, and every wardrobe in the development comes with interior divisions and drawers rather than a bare hanging rail. The one type singled out for a longer run is C5, whose Master Bedroom wardrobe measures approximately 2.7 metres. Since C5 is also one of the two showflat units, it is the one place you can see that length in person before deciding whether it changes your view of the type.

The two penthouses are specified differently again: their master bedroom wardrobes are shown with glass doors and built-in lighting, opening onto a walk-in closet, and the dry kitchen is fitted out with a wine chiller, an integrated built-in fridge, a built-in wine glass rack, a marble counter top and a built-in display cabinet with LED lighting.

What the smart home package covers, and what it does not

The package is deliberately compact rather than exhaustive: one home gateway, one digital lockset on the entrance door, app control of the air-conditioning in the Living and Master Bedroom, and app control of the lighting in the Living and Foyer areas. The system is a secured wireless one designed to be added to over time, and is accessed through tablets, phones or computers.

Note the boundaries. Lighting control covers the Living and Foyer areas rather than every room, and air-conditioning control covers two of the five areas that have a wall-mounted unit. Bedroom air-conditioning outside the Master, and lighting outside the Living and Foyer, are on conventional switches unless you extend the system yourself.

“What facilities are there?”

The Arcady puts 47 facilities across four communal landscaped floors: the 1st Storey Landscape Deck, the 2nd Storey Sky Terrace, the 14th Storey Sky Terrace and the Roof Terrace. The four are grouped into two themed zones, the Foliage Garden Zone at the base and the Mountain Top Zone up top. Of the 47, 37 are outdoor and 10 indoor, and they occupy roughly 4,000 sqm in total, which works out to more than 23 sqm of facility space per unit across the 172 apartments.

The pools, in full

The main body of water is the Infinity Pool on the 1st Storey Landscape Deck: approximately 35 metres of swimmable length by 4 metres wide at a depth of 1.2 metres. Attached to it are the Spa Pool at 0.9 metres deep and the Bubble Pool at 0.3 metres. Separately, the Family Pool is approximately 48 sqm at 0.9 metres deep, paired with the Splash Patio, the Water Play Patio and the Family Deck for younger swimmers.

Both pool areas sit at the same level as the Kids Playground, which is approximately 55 sqm, and the whole active zone was positioned so it can be overlooked from the 2nd Storey Sky Terrace above. If you have young children, that sightline between the terrace and the pool deck is the practical reason the two levels were designed together.

These are compact rooms rather than large function halls, which is consistent with a 172-unit development. The Karaoke Room is acoustically treated and positioned away from the residential units above it.

The four levels, and what each one is actually for

1st Storey Landscape Deck is the active, family-oriented level: pools, playground, sun deck and BBQ Pavilion in one zone; the four cabanas, named Flora, Fauna, Verdure and Verde, tucked into planting along the Serangoon Road edge in an unwinding zone; and a walking trail zone with the Mountain Trail running approximately 53 metres to simulate a hillside walk. The BBQ Pavilion seats 12 and was placed at the corner of the site to keep smoke and noise away from the apartments. It is an electric BBQ, not charcoal.

2nd Storey Sky Terrace pairs with the deck below it and splits three ways: a kids zone with the Kids Party Deck and Kids Club, positioned so parents can watch the pool and playground below; a gathering zone where the Alfresco Dining spills into the Chill Out Lounge, Karaoke Room and Botanic Club; and a seclude zone built around Cocoon Cove for a quiet corner. Floor-to-floor height here is approximately 5 metres.

14th Storey Sky Terrace is the quiet, adult-facing floor at roughly 50 metres above street level, with a floor height of approximately 4.8 metres. It holds the Sky Gym with a city skyline outlook, the Sauna, a work and study zone comprising the Co-Working Deck and Reading Lounge, and a dining and function zone: Gourmet Vista for a private meal, and Sky Veranda and Arcady Club for a formal event, including bringing in a private chef.

Roof Terrace sits at approximately 91 metres. It carries the Star Gazing Lawn, the Summit Walk, and the Farm to Table planters and Farming Pots, which get full sun and raised beds for growing produce.

Five facilities are dedicated to children

Of the 47 facilities, five are specifically for children: the Kids Playground, Water Play Patio and Splash Patio on the 1st Storey Landscape Deck, and the Kids Party Deck and Kids Club on the 2nd Storey Sky Terrace. The two levels were laid out in relation to each other so that the Kids Party Deck and Kids Club look down onto the pool, playground and pavilion side below.

Roughly 73% of the site is landscape replacement area

The development’s total landscape replacement area is approximately 3,828 sqm, or about 73% of the 5,246.8 sqm site. That is what makes the “garden home, home garden” framing more than a slogan: the greenery is not confined to a strip around the tower but is distributed across four planted levels, from the Foliage Trail and Herbs Stroll at the base to the Sunrise Garden and Vista Garden on the 14th storey and the growing beds on the roof.

The rate is $80 per share value per month. Share value is the unit of apportionment for the maintenance contribution, so a share value 7 unit pays 40% more than a share value 5 unit for the same services.

Note where the bands sit, because the fee does not track floor area in a straight line. The standard 3 Bedroom types C1 and C2 carry the same share value, and therefore the same $480 monthly fee, as every 2 Bedroom in the building, despite being roughly 300 sqft larger. The step up to $560 happens at the Premium types, and the two penthouses are the only units in the development sitting on their own individual share values.

The carpark: two basements, one ramp between them

Parking is split across two basement levels: 120 lots and 2 accessible lots at Basement 2, and 52 lots and 1 accessible lot at Basement 1, giving 172 lots and 3 accessible lots in total, a 1:1 ratio against the 172 apartments. Bicycle parking is 29 lots at Basement 1.

Vehicles enter from Serangoon Road into Saint Barnabas Lane and descend directly to Basement 2. To reach Basement 1 you take a connecting ramp up from Basement 2 rather than turning off at the first level, which catches out first-time visitors. Exit is possible from either basement level. The main drop-off and grand arrival are at Basement 1, and all lift lobbies at Basement 1 and Basement 2 are air-conditioned, while the lobbies above are not. Three lifts connect the basements directly to the floors above.

Also at basement level: the substation and generator set at Basement 2, and the bin centre, loading and unloading bay and bicycle parking at Basement 1. The management office is at 1st storey.

How the lift lobby, corridor and refuse chutes are arranged

Three lifts serve every floor, residential and communal alike, including the Landscape Deck, both Sky Terraces and the Roof Terrace. Each residential floor has two refuse chutes, each fitted with a swing screen door. Two placement decisions are worth knowing because they are the kind of thing you only notice after moving in: no unit entrance faces a refuse chute door directly, and lift door openings have been positioned to avoid facing unit entrances directly.

Common corridors on typical floors are approximately 1.5 metres wide and naturally ventilated rather than enclosed.

Small technical points buyers ask about at the showflat

Balcony water point: there is no water point provided at the balcony in any unit type.

Removing walls: non-structural and dry-wall partitions can be removed, for instance to open up a kitchen, with electrical works modified where that is possible. Structural walls cannot.

Household shelter ventilation: the ventilation sleeve is concealed in the ceiling space above the false ceiling, with a ventilation grille. The grille arrangement visible in the C5 showflat is specific to that unit type.

BBQ: the BBQ Pavilion uses an electric BBQ rather than charcoal.

Bathroom ventilation: bathrooms are naturally ventilated where the layout allows. Only those without a window get a mechanical ventilation system, so mechanical ventilation is not universal across the development.

The Developer

Three Singapore-listed builders behind one project company

The Arcady at Boon Keng is developed by KSH Ultra Unity Pte. Ltd., a project company formed specifically for this site by three established Singapore construction and property groups: KSH Holdings Limited holds 49%, H10 Holdings, an associate of Ho Lee Group, holds 36%, and SLB Development Ltd holds 15%. Unusually for a joint venture of this kind, all three partners come from a contracting background rather than pure development, and two of them hold BCA A1 gradings in their respective workheads. The build itself was nonetheless contracted out: the main contractor is Vision E&C Pte Ltd, an independent BCA-licensed builder rather than any of the partners’ own construction arms.

KSH Holdings Limited (49%)

KSH Holdings Limited is a construction, property development and property investment group incorporated in 1979 and listed on the SGX-ST Mainboard since 8 February 2007. It is an A1-graded contractor under BCA workhead CW01, the top grading, which carries the ability to tender for public sector construction projects of unlimited value, and it acts as main contractor for both public and private sector work in Singapore.

Its BCA Construction Excellence Awards include those for the Fullerton Bay Hotel and NUS University Town’s Education Resource Centre in 2013, Madison Residences in 2014, and Mount Alvernia Hospital in 2016.

Ho Lee Group, through H10 Holdings (36%)

Ho Lee’s history runs back to a single entity doing general plumbing work, which expanded through Singapore’s construction growth from the early 1970s to the early 1990s into general building construction, specialised metal works, formwork fabrication and the sale and rental of construction machinery. Those companies were grouped together in 1996 to form Ho Lee Group.

The group acquired Wee Poh Construction Co. (Pte) Ltd in 2005, a civil engineering construction company holding a BCA A1 grading, the highest grade, under workhead CW02, and Liang Huat Aluminium Ltd in 2007, an aluminium and curtain wall specialist listed on the Main Board of the Singapore Exchange. That combination sits close to the technical demands of a facade like The Arcady’s, which combines curtain walling with reinforced concrete fin work, though the main contract for this project was awarded to Vision E&C Pte Ltd rather than to a partner company.

SLB Development Ltd (15%)

SLB Development is a diversified property developer with a track record across residential, mixed-use, industrial and commercial projects, ranging from small to large scale. Its history traces back to Lian Beng Group Ltd, one of Singapore’s major main contractors, established in 1973 and listed on the Singapore Exchange mainboard since April 1999. SLB was spun off from Lian Beng and listed on SGX’s Catalist board in April 2018, and diversified further into fund management in 2019.

Recent residential projects from the three partners

Projects delivered by the partner groups include Riverfront Residences, High Park Residences, Park Colonial, Affinity at Serangoon, Rezi 24 and Sky Green. Rezi 24 is worth noting for a different reason: it was also designed by Park + Associates, the architect on The Arcady, so the developer and architect have worked together before on this side of town.

Park + Associates, the architect

Park + Associates was established in 1999 and works across residential and hospitality projects, with a stated emphasis on architecture that responds to its site context and to the individual rather than to a house style. Completed residential projects include Nyon, Parc Komo, 1953, Rezi 24, The Asana, Three 11 and 1919, alongside the Citadines Connect City Centre hotel.

The practice won the Typology, Private Residences category at the inaugural Architizer A+Firm Awards. Its Huangshan House was a finalist at the World Architecture Festival 2019, Second Nature at Mount Vernon was Highly Commended at the World Architecture Festival 2021, and Lichen took Interior Design magazine’s Best of Year award in 2018 in the on-the-boards category. Investment Context

A freehold city-fringe site bought at $1,313 psf ppr

The Arcady occupies the site of the former Euro-Asia Apartments, an 84-unit freehold development at 1037 Serangoon Road dating from around 1990. KSH Ultra Unity acquired it through a collective sale for $222.18 million, against a reserve price of $218 million, launched for collective sale on 1 June 2022, with the purchase announced on 26 July 2022. An earlier collective sale round in 2018 carried a guide of $200 million and did not complete. The Arcady launched for sale in January 2024.

Why the land rate is quoted two different ways

The site spans 56,476 sqft at a plot ratio of 2.8, giving a maximum permissible gross floor area of 158,132 sqft. Spread the $222.18 million purchase across that entitlement together with the bonus balcony GFA that developments of this type are allowed on top of the base entitlement, and the same purchase price spreads across more floor area, bringing the rate down to approximately $1,313 psf ppr. That is the figure most commonly quoted for this site, and both numbers describe the same transaction.

What the 49 / 36 / 15 split means in practice

KSH Ultra Unity is not a shell for a single developer: KSH Holdings holds 49%, H10 Holdings 36% and SLB Development 15%. No single party holds a majority, which means decisions run through a genuine three-way structure rather than one balance sheet. The upside of that arrangement is depth of contracting capability across the partners; the trade-off, common to all multi-party joint ventures, is that accountability after completion is shared rather than concentrated in one name.

All three parties are Singapore-listed or connected to Singapore-listed entities, which means their financial positions are publicly reported and can be checked independently rather than taken on trust.

The scarcity argument, stated carefully

Freehold land in the Rest of Central Region is not created; it only changes hands. Government land sales in Singapore are almost exclusively 99-year leasehold, so a new freehold condominium can only come from a successful collective sale of an existing freehold estate. Euro-Asia Apartments took more than one attempt to get there. That is the substance behind the scarcity framing, and it is a structural fact about how land is released rather than a claim about how this project will perform.

What it does not tell you is what you should pay. A freehold title typically commands a premium at purchase over an equivalent leasehold unit, so the calculation that matters is whether your intended holding period and exit horizon are long enough for perpetual tenure to earn that premium back.

Detailed answers to the questions buyers ask most often

When is TOP, and when is legal completion?

Expected TOP is 31 December 2028. Expected legal completion is 31 December 2031, exactly three years later, which is the standard interval. Under the progressive payment schedule, the 25% tranche falls due on issuance of the Temporary Occupation Permit and the final 15% on legal completion.

Which unit types have a Household Shelter?

Four of the sixteen: C3 and C4 (3 Bedroom Premium), and C5 and C5A (3 Bedroom Premium + Study). That is 52 of the 172 units. The 1 Bedroom, 2 Bedroom and 2 Bedroom + Study types do not have one, and neither do the standard 3 Bedroom types C1 and C2, the 4 Bedroom Premium D2A, or either penthouse. If a household shelter matters to you, it narrows the shortlist considerably.

Which stacks face which way, and which floors are blocked?

The block sits at almost true north-south orientation, so every unit faces either north or south. Stacks 08, 09, 01 and 02 face north; stacks 07, 06, 05, 04 and 03 face south towards the city, Marina Bay Sands and the Kallang River from height. Units facing the 12-storey Saint George’s HDB blocks clear those rooflines from approximately the 9th storey upward; units facing the 4-storey blocks are not blocked at all; and the 3-storey landed houses along Saint Barnabas Lane to the south block nothing. What is the difference between Type B4 and Type B4A?

They are the same 764 sqft 2 Bedroom + Study footprint in the same column, stack 04, under two names split by height. B4 runs Levels 3 to 13 and B4A runs Levels 16 to 23, with no stack 04 unit on Level 15. The substantive difference is that B4 units on Levels 3 to 13 receive an acoustic ceiling and a balcony screen, and B4A units above do not. The B4A plan also shows Bedroom 2’s en-suite bathroom accessible from the Living area.

Is there city gas, and which units get a gas hob?

There is no city gas reticulation at The Arcady. There is no Deferred Payment Scheme on offer, since DPS is not currently available for private, non-EC residential launches in Singapore.
